Expression of Interest (EOI) for eContent Development

MKCL invites EOls from reputed eContent Development Organizations (eCDOs) to develop the eContent and supporting material for various career oriented, skill development courses in variety of industry sectors, offered by MKCL, through its World-Class Academy for Vocational Excellence (WAVE). MKCL will provide the scope of course and its linkage to Digital Freelancing careers to qualified eCDOs. The project information and the broad scope of work are detailed below. Interested eCDOs fulfilling the minimum qualification criteria as stated in the EOI, may provide their complete details, as per this EOI.

Introduction to the Project

MKCL, under its brand viz. KLiC (Knowledge Lit Careers), is offering career oriented Role Based Modules (RBMs) for employability skills development in many disciplines such as Creative Digital Arts, Publishing, Illustrations, Multimedia and Animation, Web Designing, Video Editing, Software Development, Small Business Management Hardware and Networking, Life Skills for Workplace Readiness, Retail Management, Selling, Banking Financial Services and Insurance (BFSI), Personal Financial Management, Financial Accounting, KPO, BPO, eEducation, etc. The learners enjoy the benefits of MKCL’s role-based and work-centric vocational education approach. The learning process is so designed that it begins with work, from the work, learner derives knowledge and then applies that knowledge to produce wholesome work. Thus, the learner development continues on an ever evolving upward spiral. The ultimate objective is to empower the Learner to engage in socially useful and productive work. It aims at leading the learner to his/her rewarding career as well as development of the society.

Broad Scope of Work

eContent for MKCL courses need to be developed by incorporating rich multimedia experience through conversions of audio, video, animation, simulation, interactive exercises, assessments etc. The content should be able to run on all popular browsers. The eContent should be developed by using SCORM standards.

Definition of Syllabus

Syllabus should be mapped with •Roles / Skills and outputs with National Vocational Quality Framework •With relevant International Certifications / tool based courses


The module comprises a close knit and logical arrangement of:
•Trailer- A trailer provides information about a particular role and how the module would help learner work as one.
•Inform type- containing differential skills in the form of tool based simulations and integral skills in the form of case studies
•Plan of sequential i.e. compulsory to view and optional content
•Perform type Practice exercises / activities / quizzes
•Open ended exercises
•Simulation based Interactive assessments i.e. Challenges
•Socially Useful and Productive Work (SUPW) activities
•Information about recommended complementary roles


Total duration of the RBM: 120 hrs (30 hrs of learning content + 90 hrs of perform type challenges and activities)

Terms and Conditions

Completeness of Response

a.Bidders are advised to study all instructions, forms, requirements and other information in the EOI documents carefully. Submission of the bid shall be deemed to have been done after careful study and examination of the EOI document with full understanding of its implications.

b.The response to this EOI should be full and complete in all respects. Failure to furnish all information required by the EOI documents or submission of a proposal not substantially responsive to this document will be at the Bidder's risk and may result in rejection of its Proposal.

Proposal Preparation Costs & related issues

a.The bidder is responsible for all costs incurred in connection with participation in this process, including, but not limited to, costs incurred in conduct of informative and other diligence activities, participation in meetings/discussions/presentations, preparation of proposal, in providing any additional information required by MKCL to facilitate the bid evaluation process.

b.MKCL will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.

Other Terms and Conditions

a.This EOI does not commit MKCL to award a contract or to engage in negotiations. Further, no reimbursable cost may be incurred in anticipation of award or for preparing this EOI.

b.The maximum estimated time for development of contents for all the modules of approved course/s shall not exceed more than 6 months from the date of award of contract. Any delays may lead to imposition of penalty.

c.The eContent should be supported by effective voice narration, catchy depictions which explain the same concept through graphic illustrations.

d.The eContent should also include animation and video clippings where ever necessary.

e.Course should also include soft skills required to perform particular role in the industry.

Submission of the Trailer

A trailer of the course provides information about how the course would help the learner to play a specific role in the industry. The trailer is basically a highly animated 3-4 minute video explaining about the course, skills the learner will acquire, and scope for the role in the industry.

Pre-Bid Meeting

MKCL shall hold a pre-bid meeting with the prospective bidders after evaluating the application and the sample content, to discuss the development process, further knowledge transfer and financials. The shortlisted applicants will be communicated about the details of the Pre-Bid Meeting 

Responses to Pre-Bid Queries and Issue of Corrigendum

a. Right to Terminate the Process MKCL may terminate the EOI process at any time without assigning any reason. MKCL makes no commitments, express or implied, that this process will result in a business transaction with anyone.

b.This EOI does not constitute an offer by MKCL. The bidder's participation in this process may result in short listing the eligible bidders.

Submission of Responses

Bids shall consist of supporting proofs and documents as defined in the Pre-qualification section ensured that various formats mentioned in this Eol should be adhered to and no changes in the format should be done.

Bid Submission Format

The entire proposal shall be strictly as per the format specified in this Invitation for Expression of Interest and any deviation may result in the rejection of the EOI proposal.

Shortlisting Criteria

a.MKCL will shortlist bidders who meet the Pre-Qualification criteria mentioned in this invitation to Expression of Interest, experience in developing eContentsand evaluation of sample e-Learning demo to be given by the eligible bidders.

b.The shortlisted bidders shall be asked to submit their financial bids. Keeping in view the volume of work, multiple vendors may be awarded the job if L1 bidder price is matched by them.

c.Any attempt by a Bidder to influence the bid evaluation process may result in the rejection of its EOI Proposal.

Evaluation Process

a.MKCL shall evaluate the responses to the EOI and all supporting documents & documentary evidence. Inability to submit requisite supporting documents or documentary evidence, may lead to rejection of the EOI Proposal.

b.Each of the responses shall be evaluated to validate compliance of the bidders according to the Pre-Qualification criteria, Forms and the supporting documents specified in this document.

c.The decision of MKCL in the evaluation of responses to the Expression of Interest shall be final. No correspondence will be entertained outside the evaluation process of the Committee.
